The governing body said bottles, cups, jars and cans are barred because they could be thrown and injure players, officials or spectators, extending rules already used at some host stadiums across the tournament.
Temperatures of 26C to 28C are expected at some venues, prompting supporter concerns about hydration and access to drinking water once outside bottles are banned.
Fifa said host cities will provide heat-mitigation measures including misting stations, fans, hydration stations and cooling tents, while water prices inside stadium footprints will match other events at each venue.
The 48-team tournament, co-hosted by the United States, Canada and Mexico, runs from June 11 to July 19.
