Summary
The Hong Kong Observatory upgraded Typhoon Noul to Signal No 9 at 1:10 a.m. Sunday and said it would stay in force until at least 7 a.m., with a possible move to No 10 under review.
Strengthening local winds and heavy squally showers drove the warning higher as Noul closed in on the city, becoming Hong Kong’s first major storm of the year.
More than 410 flights and 150 high-speed rail services were canceled, while the Home Affairs Department opened 28 shelters ahead of the storm.
A scaffolding collapse was reported, and flood barriers were put up in vulnerable areas such as Heng Fa Chuen as seas turned rough overnight.
