A bystander swam out three times and pulled two children back to shore after Shally Rahman, 41, and her daughter Samiha, 15, drowned off West Mersea on Wednesday evening.
The pair got into difficulty while trying to rescue a seven-year-old boy who may have been stranded on a sandbank after being cut off by the tide.
Essex Police said the family group was from Barking in east London; the boy remains in hospital in a critical condition, while three others were also taken to hospital.
Teenage cafe workers, an off-duty paramedic and nearby residents joined the response, helping with CPR and bringing blankets as coastguard and other emergency crews arrived.
Detectives are now interviewing dozens of witnesses to reconstruct the 17:35 BST incident, and HM Coastguard members returned on Thursday evening to lay flowers.
