DHS Blasts Spanberger After 2-Year-Old's Killing, Citing Scrapped 287(g) Deal

DHS said local cooperation with ICE led to the quick arrest of Raul Genesis Ortiz Moran, a Mexican national accused of sexually assaulting and murdering a 2-year-old girl in Louisa County.
The agency tied the case to Gov. Abigail Spanberger’s day-one rollback of Virginia’s 287(g) agreement, arguing the move cut formal cooperation between ICE and state police, wardens and corrections officials.
Spanberger’s office said violent criminals in the U.S. illegally should be prosecuted and deported, adding Virginia corrections still notifies ICE about foreign-born inmates and state agencies continue federal task-force cooperation.
Louisa Sheriff Donald Lowe said deputies called ICE because he feared the suspect would flee, while Goochland deputies tried to resuscitate the child after her mother brought her to a sheriff’s office.
DHS cast the case as part of broader pressure on Spanberger, citing other recent ICE detainers and convictions involving migrants in Virginia, many in Democratic-controlled jurisdictions facing congressional scrutiny.
