China Approves 2026-2030 IP Plan, Pushes 6 Major Networks and Social Security Overhaul

Beijing approved a 15th Five-Year intellectual property plan for 2026-2030 at a State Council meeting chaired by Premier Li Qiang, while also reviewing social security reforms and audit rectification.
The IP plan targets legal and policy gaps, more high-quality intellectual property, stronger commercialization and utilization, and deeper talent development to support innovation.
Six major networks—water, new-type power grids, computing power, next-generation communications, urban underground pipelines and logistics—were flagged for stronger funding, better coordination between construction and use, and improved operating capacity.
The meeting also called for new social insurance models for flexible workers, better housing support for migrant workers, shared care resources for people unable to live independently, and wider use of technology in public services.
Authorities were told to fix 2025 central-budget audit problems item by item, tighten budget management and improve fiscal spending effectiveness to help meet this year's economic and social targets.
