Q: After a $20 million investment, why was a fatal ICE encounter in Houston not recorded on camera?

The Houston shooting was not recorded because the ICE agents involved had not yet been equipped with body cameras, and their vehicles also did not have dash cameras. That gap existed despite Congress approving $20 million in April 2026 for body-worn cameras for immigration enforcement. The money was newly appropriated, and the law required DHS to submit a spending plan within 30 days, meaning procurement and deployment were still underway rather than complete when Lorenzo Salgado Araujo was shot on July 7. ICE and DHS officials have acknowledged the rollout was incomplete. Acting ICE Director David Venturella told Rep. Sylvia Garcia that fewer than one-third of officers nationwide had cameras at that point, though he said all officers were expected to have them by the end of July. DHS also said cameras had reached more than half of ICE field offices, with the remaining offices expected to receive them within about 60 days. Houston appears to have been among the offices not yet outfitted. The result is that one of the most disputed facts in the case — whether the agent fired in self-defense, as DHS says, or shot without imminent danger, as the van’s occupants allege — is not supported by body-camera or dash-camera footage. That absence has become central to the Harris County District Attorney’s independent investigation, which is now seeking public photos, videos, and witness evidence to reconstruct what happened.

Thursday, July 16, a public viewing for Lorenzo Salgado Araujo will run from 5 p.m. to 9 p.m. at The Great Chapel at Forest Park Lawndale in Houston.
His family said the event is meant to let the community honor Salgado Araujo, who was shot and killed on July 7 in Magnolia Park while heading to work.
