Q: Will new Virginia laws offer any hope to teens accused of an elaborate parent murder plot?

Probably only in a narrow, long-term sense. Virginia’s new record-relief laws taking effect July 1, 2026 could help only if the case ends without a conviction. Under the new framework, felony acquittals and dismissals can be sealed, which would limit public access to arrest and court records. For the 17-year-old in particular, that could matter later for school, work and housing if prosecutors drop the case or a court finds the teen not guilty. If either suspect is convicted on the most serious charges, the new laws offer little practical relief. Conspiracy to commit murder is tied to one of Virginia’s most serious violent offenses, and the state’s new sealing system is aimed mainly at misdemeanors and some lower-level Class 5 and 6 felonies after long waiting periods. Violent felonies and offenses tied to murder are generally outside the intended scope of the new “Clean Slate” style relief. The juvenile suspect may still have some protections because juvenile proceedings are handled differently from adult cases, but that is not the same as immunity from severe consequences. In Virginia, a 17-year-old accused of a grave violent felony can still face major penalties, and firearms rights can also be lost for years or longer depending on the outcome. So the answer is limited: the new laws may offer hope only if the charges are dismissed or the teen is acquitted. They do not meaningfully soften the legal exposure if prosecutors prove the alleged murder-plot case.

June 16 reckless-driving call in Stafford led deputies to a crashed vehicle at a Wawa, where they detained Louis Conely, 19, and a 17-year-old with stolen Buffalo Wild Wings food on the dashboard.
A vehicle search turned up alcohol, multiple knives, medical items and Conely's notebook, which investigators said detailed two murder plots targeting the younger suspect's parents.
April text messages cited in charging documents showed the pair allegedly discussed killing the parents at home, avoiding security cameras and whether to shoot them or slit their throats.
Conely was charged with two counts of conspiracy to commit murder and multiple other offenses, including felony written threats, hit-and-run and reckless driving; the teen faces two conspiracy counts and a felony written-threat charge.
A search of the teen's bedroom also found BB guns, edged weapons and archery equipment, while authorities said a motive and how the two knew each other remain unclear.
