Nowak was handcuffed after attacker Vickrum Digwa failed to tell officers he had stabbed him with a 21cm blade; court evidence said Nowak repeatedly said he had been stabbed and could not breathe.
An officer began CPR only after Nowak lost consciousness, apparently unaware of a serious chest wound, though the trial judge said pathologists found he would not have survived even with faster emergency treatment.
Digwa received life with a minimum 21-year term on Monday, and Pegg said a public inquest is still required so Nowak’s family can fully participate.
