Wednesday arrests of Ethan Adrian Armenta-Lagunas, 20, and Gabriel "Alex" Javier, 18, advanced the Feb. 9 shooting case in which Marcio Garcia was struck in the head outside an In-N-Out in Keizer.
Police said Garcia, 28, was leaving the drive-thru with his wife and sons, ages 2 and 7, when gunfire shattered the car windows; his family was unhurt and Garcia drove them to a hospital.
First-degree assault, unlawful use of a weapon, criminal mischief and reckless endangerment charges were filed, and investigators said they recovered multiple guns from Armenta-Lagunas' apartment.
Anthony Taylor-Manriquez, 22, remains at large and is considered armed and dangerous, making him the third suspect police are still seeking.
Garcia's wife said surgeons removed the bullet from his head, doctors found no major brain damage, and he is now recovering at home after what the family called a miracle.
