Thursday’s PCC statement said talks with CIA Director John Ratcliffe’s delegation showed Cuba poses no threat to U.S. national security and lacks grounds to remain on the State Sponsors of Terrorism list.
The party said Washington requested the Havana meeting, which paired Ratcliffe with Interior Ministry officials and also explored bilateral law-enforcement cooperation for both countries’ security.
Cuba used the statement to deny harboring or financing extremist groups and to insist there are no foreign military or intelligence bases on the island.
That claim clashes with CSIS reporting that at least 12 Chinese intelligence facilities have operated in Cuba since 2019, including sites at Bejucal, Calabazar and El Wajay.
The visit came amid a broader thaw after Trump said Cuba was seeking help and as Havana signaled openness to a $100 million U.S. aid offer despite more than 240 sanctions imposed since January 2026.
