Adam Silver said the NBA will present owners later this month with a flat-odds "3-2-1" draft lottery that gives the three worst teams lower chances at No. 1 than teams ranked fourth through 10th.
The proposal is designed to curb tanking by removing the reward for finishing with one of the league's worst records after recent seasons intensified pressure for a rules overhaul.
Silver also said the league wants stronger enforcement powers, including stripping lottery balls or changing draft order, arguing fines alone do not deter teams chasing top picks; Utah was fined $500,000 this season.
League officials expect this version to pass, and the NBA plans to sunset it after three years through the 2029 season while studying whether teams find new ways to exploit the system.
