Owen Godfrey Membe was remanded until 27 May after pleading not guilty to animal cruelty, following police raids on two adjacent shelters in Mityana that rescued dozens of dogs.
The raids came after a BBC investigation found operators used images of dogs in distress to scam international donors out of hundreds of thousands of pounds while diverting money to luxury spending.
Animal rights groups said two other suspects remain at large, and the rescued dogs are still at the raided sites under the care of Animal Welfare Alliance Uganda as an emergency shelter is prepared.
The case was brought through a private prosecution backed by Uganda's Animal Justice Center and UK-based We Won't Be Scammed, which says it is arranging transfers to partner facilities.
The investigation also traced the case of Russet, a dog whose severe leg injuries may have been intentionally inflicted for fundraising content, underscoring wider concern over organized animal exploitation in Uganda.
