Three women were pulled from the sea near Brighton's Madeira Drive after police launched a welfare search at 05:45 BST for a person reported in the water.
Sussex Police said the women have not been identified and investigators are still trying to establish how they came to be in the sea.
The coastguard has ended its search and said it is not looking for anyone else, while a large cordon at Black Rock will remain until at least the evening.
