$2.25 billion will go to resolve Maryland’s claims against Dali owner Grace Ocean and operator Synergy Marine over the March 2024 Francis Scott Key Bridge collapse, formalizing an April settlement in principle before a June 1 trial.
State officials said the deal reflects the maximum recovery available from the vessel interests after reviewing their resources and insurance, defeating an earlier bid by the companies to cap liability at about $43.7 million under the 1851 Limitation of Liability Act.
Maryland’s claims against shipbuilder Hyundai Heavy Industries remain active after the NTSB’s November 2025 final report blamed a loose signal wire for the Dali blackout and said Hyundai bore fault in the loss of power.
The collapse killed six construction workers, injured two others, shut shipping at the Port of Baltimore, cut toll revenue and disrupted traffic and jobs across Maryland; victims’ family claims are being pursued separately.
