The package uses Wisconsin's projected $2.5 billion surplus, with roughly $850 million for direct payments and hundreds of millions routed to schools and technical colleges to ease pressure on local property-tax levies.
The agreement also eliminates state taxes on cash tips and overtime pay and includes a record increase in special-education funding; lawmakers could vote on it this week.
Months of deadlock broke as rising living costs and last fall's property-tax spike intensified pressure, and all three top negotiators had already announced plans to retire after this year.
