H.Res.1211 would declare Trump’s 2019 and 2021 impeachments expunged from House records as if the articles had never passed, after Rep. Darrell Issa introduced the measure and it was sent to the Judiciary Committee.
Issa says newly declassified material undermines the 2019 case by challenging the whistleblower’s credibility and alleging withheld or misrepresented evidence, while the resolution calls the 2021 impeachment rushed because it moved from introduction to passage in 2 days.
Jim Jordan, the Judiciary Committee chairman, endorsed the effort, and more than 20 House Republicans signed on as cosponsors, giving the latest push stronger backing than failed 2022 and 2023 attempts.
Legal scholars remain split on whether the House can retroactively nullify an impeachment; critics say any expungement would be largely symbolic because the historical and constitutional record cannot be erased.
