€4 billion in additional free emission permits would go to industries under the EU carbon market under updated 2026-2030 benchmarks proposed by the European Commission on Monday.
The Commission said the changes are meant to answer complaints from governments and manufacturers that Europe’s declining competitiveness is being worsened by carbon costs.
The proposal revises benchmark values in the EU’s flagship cap-and-trade system, which determines how many free allowances covered industries receive.
At roughly $4.7 billion, the extra permits mark a fresh effort to balance the bloc’s climate policy with pressure to shield industry over the next five years.
