Foreign Ministry spokesman Esmail Baghaei said Tehran's multipage counteroffer prioritises ending the war, including in Lebanon, lifting the Strait of Hormuz blockade and releasing frozen Iranian assets.
Baghaei called the response generous and responsible, saying Iran wanted to address urgent issues first and would decide later on its nuclear programme and materials.
He said disputes centred on Iran seeking fundamental rights while the United States insisted on violating them, and framed asset release and ending port restrictions as rights, not concessions.
