The southern California airport proposes a 650,000 sq ft, three-level Terminal 3 while modernising Terminals 2 and 4, which together have 26 gates.
Plans also cover roadways, curbs, parking, rental car facilities and the aircraft apron, with designs and costs to be refined during the environmental process.
ONT, which handles about 7 million passengers a year, says peak demand already exceeds terminal capacity and projects the expansion will be completed by 2036.
