Payne joins from Morgan Stanley Investment Management as the $12 trillion asset manager expands bond-picking under chief executive Salim Ramji.
Vanguard has also recruited Blanton Keh, Ivor Schucking and Amit Deshpande, while launching four active bond ETFs in 2025 with average fees of 0.1%.
Its active fixed-income funds drew $32 billion in net inflows over the past year, as investors continue favouring active strategies in complex bond markets.
