Clemmings, 54, was found dead in a rooftop garden at flats on Redcliff Street, Bristol, at about 08:20 BST on Tuesday.
Lubban, 50, of no fixed abode, was arrested in the West Midlands on Friday and is due at Bristol Magistrates' Court on Monday.
Clemmings' family said the much-loved son, brother and uncle was a lovely man who would be greatly missed.
