Kentucky State Police arrested the 27-year-old on 4 May in Monticello after a complaint involving her 22-month-old son, who investigators found with a black dot tattoo and redness.
Authorities said McDaniel admitted the allegation, while witnesses told investigators she tattooed the child as she was tattooing herself and described the mark as a "party dot."
Troopers also reported finding the family living in deplorable conditions and contacted the Department for Community-Based Services after the home visit.
