The 45-year-old man and 52-year-old woman were arrested on Sunday after a fire at the Whitechapel building on Tuesday caused minor damage to gates and a lock.
Met Police said CCTV suggested the blaze was started deliberately, and Counter Terrorism Policing London is leading the inquiry because of the incident's nature and location.
Police linked the case to recent attacks on Jewish, Israeli and Iranian sites in London, including arson incidents since late March and a Golders Green stabbing treated as terrorism.
