Javelin said losses edged above 2024's $27.2 billion after a 19% annual jump, while FTC identity-theft reports in the first nine months of 2025 exceeded all of 2024.
The Identity Theft Resource Center recorded a record 3,322 US data compromises in 2025, and 80% of surveyed consumers received a breach notice, with 88% reporting harmful consequences.
The report says stolen data from breaches such as Change Healthcare, National Public Data and AT&T can be reused years later for tax, medical, new-account and account-takeover fraud.
