He made the case after Reform UK won more than 1,450 council seats and 14 councils, including in Suffolk and Essex, while Tory support in England fell 11 points from 2022.
Cleverly dismissed Reform as a "cult of personality" around Nigel Farage, while deputy leader Richard Tice called the results a "seismic earthquake" and said voters wanted more Reform.
The Conservatives also regained Westminster and Wandsworth from Labour, while Reform placed second in Wales and joint second in Scotland and the Greens made gains in London, Norwich and Hastings.
