At Friday's Louisiana Senate and Governmental Affairs Committee hearing in Baton Rouge, Democratic executive director Dadrius Lanus alleged Morris also said "boy", which Morris denied.
Morris said audience members behind him were talking loudly and disrupting his answers, while Lanus called the remark racist and state Democrats used the clash in a fundraising text.
The dispute came as lawmakers weighed Republican congressional map proposals that would eliminate or reduce Louisiana's majority-Black districts, alongside Democrat Ed Price's plan to keep both current minority districts.
