Signed in Miami, the law takes effect July 1 and newly bars state funding ties to terrorist groups while creating state designations for domestic and foreign terrorist organisations.
It also prohibits adoption and surrogacy contracts involving citizens or residents of countries of concern, a late-added provision Democrats said could have unintended consequences for families.
The measure targets countries including China, Russia and Cuba, adds education and business restrictions, and lets companies resume Cuba business if US diplomatic relations change.
