She said Gavin Newsom could change California's rules quickly and called it "cheating" after a Jurupa Valley High School athlete was seeded first for the state girls' championships.
Olympic gold medallists Nancy Hogshead and Kaillie Humphries also attacked the policy, while Newsom's office said debate should be guided by fairness, dignity and respect and opposed vilifying children.
California has allowed students to compete according to gender identity since a 2013 law, and federal authorities previously opened Title IX investigations after the same athlete won multiple state finals.
