NRC said the Roosendaal-based host has provided server space and internet access for years, while owner Simon Shlomi Elimeleh said content responsibility lies with the site administrator.
CNN previously found thousands of videos showing unconscious women and girls, some appearing very young, and NRC identified Dutch users and Dutch-language groups sharing such material.
Dutch law treats sex with an incapacitated person as rape, punishable by up to 12 years. Hosting firms are hard to prosecute, but industry rules say reported criminal content should be removed within 24 hours.
