The 16-page document, presented to journalists on Wednesday, prioritises cartels, Islamist groups and left-wing extremists while omitting far-right violence and targeting “radically pro-transgender” ideology.
Critics said it offered little operational detail, used inflammatory rhetoric and could expand surveillance, law enforcement and other state powers against political dissenters, migrants, Muslims and transgender communities.
Analysts and civil liberties advocates called the strategy alarming but also said it builds on counter-terrorism tools developed by previous US administrations and now being pushed further by Trump.
