Adam Bedoui, 20, and Abdelkader Amir Bousloub, 21, both from Hillingdon, are accused of targeting Jewish people in Stamford Hill, north London.
The Crown Prosecution Service said the pair allegedly approached, harassed and filmed people for social media, and will appear at Thames Magistrates' Court on Saturday.
They face charges of religiously aggravated intentional harassment under the Crime and Disorder Act 1998 and intentional harassment under the Public Order Act 1986.
