Colonel Yurii Ihnat said more than 170 of over 300 crews had not downed a Russian drone in the past year because many units were only recently formed.
He said two Ground Forces regiments with more than a year of interceptor-drone experience had joined, while new divisions are being built this year under the West, East, South and Center air commands.
The Air Force has created a dedicated interceptor-drone branch, now called the Air Defense Cover Forces, but many crews remain understaffed as volunteers are recruited and training continues.
