Schwartz, a former health policy aide to Senators Ron Johnson and Mike Enzi and ex-Merck lobbying chief, started on Thursday, CEO Charlene MacDonald said.
The move aims to strengthen Republican outreach as lawmakers scrutinise hospital consolidation and costs, with House Ways and Means Chair Jason Smith threatening lower Medicare payments through site-neutral reforms.
MacDonald said Schwartz must help educate lawmakers on why hospitals with round-the-clock clinical operations charge more, as some Democrats also back the payment policy Republicans are advancing.
