Republican Mark Koran said Minnesota licensing standards require public school teachers to examine how their biases and training may perpetuate oppression and to use tools to disrupt oppressive systems.
He said the standards force teachers to adopt an oppressor framework, embed oppression concepts in curriculum and could worsen teacher shortages as student achievement declines.
Koran also linked the changes to Governor Tim Walz’s agenda, while noting more than 50 districts have adopted Policy 425, which includes incentives and layoff protections for teachers of color.
