The sealed ballots were found on Monday months after California's 4 November special election on Proposition 50, and officials said they would not change the result.
County Clerk-Recorder Juan Pablo Cervantes blamed miscommunication and an election worker's procedural failure, apologised to voters and said new lockout-tagout checks now require every drop box to be physically verified empty.
