A 24 April letter released on Thursday said Inspector General Steven Stebbins would not investigate flights near the musician's home and at a No Kings protest against President Donald Trump.
The letter said Defence Secretary Pete Hegseth had authority to end any administrative review and had decided not to pursue the matter.
The disclosure came via a nonprofit advocacy group, closing off an independent Pentagon inquiry into the flights and Hegseth's handling of them.
