At a preliminary High Court hearing in London, Meta said rules affecting firms with over £250m revenue could leave it paying most of Ofcom's online-safety costs.
The company says fee and penalty calculations based on worldwide revenue, including joint liability across subsidiaries, are unlawful; Ofcom says it will robustly defend a plain reading of the law.
The act took effect in July 2025, with fees set in September; fines can reach 10% of worldwide revenue or £18m. Epic Games and CCIA may intervene, with hearings due in June and October.
