Norfolk Police said officers were called to Wolferton shortly after 7.30pm on Wednesday and took the suspect to King's Lynn police investigation centre, where he remains in custody.
Reports said Mountbatten-Windsor, with a private security guard, hurried to a nearby car and drove off as the man allegedly ran after him near Sandringham Royal Parkland.
The incident happened close to Marsh Farm on the Sandringham Estate, where he moved last year; Buckingham Palace declined comment, and he separately remains under investigation after a February arrest.
