The provisional deal, struck by Parliament and Council negotiators on Thursday, is due for formal adoption before early August, with companies required to comply by 2 December.
It covers image, video and audio systems marketed for such content or lacking reasonable safeguards, including nudification apps that Irish MEP Michael McNamara said disproportionately harm women and girls.
The move comes as the EU also delayed some high-risk AI rules, while watchdogs warned AI-generated child sexual abuse videos surged more than 260-fold in 2025.
