Thai Prime Minister Anutin Charnvirakul said at a Philippines-hosted regional summit that the countries' foreign ministers would draw up immediate confidence-building measures.
He said the steps would begin with areas of common ground, though he gave no details on what the measures would include.
The move follows last year's deadly clashes, which escalated long-running tensions and led the Southeast Asian neighbours to downgrade diplomatic ties.
