The six-part Netflix drama, written by Neil Forsyth, is based on a true early-1990s operation targeting two major heroin cartels in London and Liverpool.
Coogan plays former undercover police officer Don Clarke, who recruits customs staff for risky covert roles alongside cast members including Tom Burke, Hayley Squires, Aml Ameen and Jasmine Blackborow.
The review says the series largely overcomes the potentially implausible premise and tells a strong story of underdog investigators confronting gang violence, corruption and state self-interest.
