The UN rights office named detainees Saif Abu Keshek and Thiago Avila, saying Israeli forces seized them from a 180-person aid flotilla in international waters off Greece on 30 April.
An Israeli court extended their detention to 10 May; organisers say both are on a water-only hunger strike and Adalah alleges physical abuse amounting to torture.
The UN said solidarity and aid delivery to Gaza are not crimes, urged an end to arbitrary detention and the blockade, and called for sufficient humanitarian access.
