His lawyer said the former New York mayor, recently diagnosed with pneumonia, is seeking coverage from the World Trade Center Health Program.
The programme has enrolled more than 152,000 people exposed to post-attack toxins and paid over 600,000 claims last year, costing nearly $350m.
