Garland police said Jose Ramirez, 30, died after the shooting on Sunday afternoon as the man's family of eight, including a baby, tried to escape.
Authorities said Ramirez had crashed into two vehicles, then tried to take several cars by force before allegedly dragging the father from his vehicle at a convenience store.
Police said the unarmed suspect was using force, the father stayed and cooperated, and no charges were filed because investigators believe the shooting appeared to be self-defence.
