United Russia prepares pamphlet defending internet restrictions before 2026 elections

Kommersant said the booklet, “A Dozen Tough Questions for UR,” tells deputies how to answer criticism over Telegram curbs, internet shutdowns and alleged limits on free speech.
It advises citing an “information-psychological war,” including teen arsons, terrorist attacks and scams targeting pensioners, to argue restrictions are unavoidable and to portray the party as still supporting free speech.
The guidance also urges members to present United Russia as Vladimir Putin’s main political instrument before September 2026 State Duma elections, as the party faces falling ratings amid economic strain, rising prices and internet curbs.
