A Small Business Expo survey of 11,426 owners found 82.2% expect growth in the next six months, while 53.3% named customer demand as their biggest challenge.
Just 10.8% said government policy fully supports them, inflation had a moderate impact on most firms, and many reported keeping staffing levels unchanged.
Released during National Small Business Week, the report gave the business environment 6.8 out of 10 and said technology users were more likely to report stronger demand.
