Passed late Tuesday, the Protection of Sovereignty Bill sets a 2 billion shilling fine for organisations and up to 10 years in prison for individuals.
The legislation was approved despite strong opposition resistance and targets those accused of engaging in what it calls economic sabotage through foreign funding without government clearance.
The government says the measure protects sovereignty, while critics are likely to see it as tightening state control over foreign-backed groups and individuals.
