The second opening-round selection comes from Anaheim via the John Carlson trade, after Washington stayed put in Tuesday's lottery with only a 0.5% chance of moving up.
The Capitals missed the Stanley Cup playoffs and finished mid-table, while Toronto won the No. 1 pick, San Jose moved up to second and Vancouver will select third.
The draft is scheduled for 26-27 June in Buffalo, New York. Washington has picked 16th only once before, selecting Tom Wilson in 2012.
