The criticism followed video of two men beating a 77-year-old in downtown Seattle; Ahmed Abdullahi Osman, 29, was charged, while a second suspect remained sought.
Authorities used footage from the city's Real Time Crime Center pilot to identify the attack, and the victim spent a week in hospital with a broken arm, knee and facial injuries.
