After averaging an NFL-worst 14.2 points and allowing 55 sacks, Las Vegas fired Pete Carroll and his offensive staff, then rebuilt around first overall pick Mendoza and veteran Cousins.
The Raiders also made Tyler Linderbaum the NFL's highest-paid center and added line, running back and receiver help, with Kubiak expected to revive a unit built around Brock Bowers and Ashton Jeanty.
Cousins is projected as a bridge starter and mentor, but the club says Mendoza could open Day 1 if ready as competition continues across the offensive line and skill positions.
